In 2006, the Municipalities of Lambton Shores, Bluewater and South Huron worked together on a comprehensive, 20-year Sanitary Sewage Master Plan, covering Phases 1and 2 of the Class EA process.  This study recommended that the Municipality of Bluewater should consider sewage servicing of the lakeshore area from its southern border on Highway 83 to the hamlets of St. Joseph, and Dashwood. This represents a current service population of 1780 residents.

The next step in the process is for each of the participating municipalities to conduct an EA of their respective service area(s) to confirm the need of the proposed solution.  During the December 7, 2009 Council meeting, municipal staff was authorized to proceed with issuing a request for proposal (RFP) to conduct an EA for the Bluewater portion of the collection system. The RFP was issued on January 11, 2010 and closed February 1, 2010. On February 16, 2010 the municipal Council for Bluewater appointed Dillon Consulting of London, ON as the engineering firm responsible for completing the environmental assessment.
